<br />Background Statement <br /> <br />The City of Salida owns 5.5cfs of senior water rights from the South Arkansas <br />River. The water is delivered to the surface water plant by the Harrington Ditch. The city <br />also delivers water to the system from the South Arkansas Gallery System., a less senior <br />water right of 1.6cfs delivered by the Champ Ditch. It is used to recharge the gallery <br />system. Pasquale Spring is used from April thru October to meet the summer peak <br />demands. <br /> <br />The city augmentation plan was approved in water court in 1987. This plan <br />allows the city to use all its sources and replace deficits, with augmentation water. <br /> <br />The city has at this time, three sources of augmentation water. They are North <br />Fork Reservoir,Frying Pan Arkansas,and South Eastern Water Conservancy District. <br /> <br />Salida has some water saving policies in place and have used them for some <br />time. Even - odd watering days, system wide metering, prompt leak repair, no watering <br />from !0:00Am to 4:00 PM.,raw water use for golf course, waste water reuse for Waste <br />Water Plant landscape. <br /> <br />Installation of water meters began in 1997 and was completed in 1998, for <br />residential customers, which account for 2,200 % inch taps. Commercial taps numbering <br />269 was begun in 1999 and completed in 2000. <br /> <br />The Public Works Department takes an aggressive role in leak repair, when a <br />leak is discovered ,this becomes a priority job and is repaired as soon as possible. <br />Because they also read meters Public Works investigates any excessive meter readings <br />for possible leaks. <br /> <br />A professional leak detection program in the future could be a helpful tool, <br />but budget constraints at this time make it prohibitive. <br />
