North Weld County Water District
Water Conservation Plan
June 1998

1.0 History of North Weld County Water District

North Weld County WatI:;c District (NWCWD or the District) is a political subdivision of the
State ofColomdo. It is governed and operated in accordance with the Colorado Special District Act.
Special Districts are locally funded units of government founded to provide necesSlll.)' and desired
service within a designated area. The District is governed by a directly elected five-member Board.
Board members serve staggered four year tenns and oversee the District's operations, As a quasi-
govet""""'fAl agtmey,NWCWD does notoperateforprofit. It generates only enough revenue to cover
the cost of it's operation and is not under the jurisdiction of the public utility commission.

The District was created by court decree on November 28th, 1962 after voters in Larimer and
Weld counties appoved formation of the District NWCWD has grown to serve potable water in an
area generally from 1-25 east to Bamsville (f6N-R63W, Section 18) and between Greeley on the
south to Nunn on the north. This service area covers approximately 300 square miles with services
in all or a portion of 20 townships, The District serves the following towns tbru master meters;
Windsor, Eaton, Ault, Pierce Nunn and Northern Colorado Water Association of Wellington. The
residences in the towns of Gill, Oaleton ahd Severance are individually metered,

Before NWCWD was established, rural residents obtained water from shallow wells or
cistcms. The wells didn't always produce quality water and some would run dry at times. Since the
creation ofNWCWD in 1962, more water is going to urban customers with the following towns
reques1ing water service; Ault in April 1963, Eaton in December 1982, Windsor in August of 1989,
Pierce in September 1989 and Nunn in August of 1996, Also requesting service was Northern
Colorado Water Association (NCW A) in July of 1991, Cummt.ly 31% of the annual water used by
NWCWD goes tbru master meters to satisfY the needs of wholesale customers.
2.0 Status ofNWCWD

Page 1
