<br />The City of Loveland serves customers inside and outside the city limits. Table 21 shows
<br />the division of water customers by customer class from 1990 to 1995. Although the connec-
<br />tions have increased, the distribution by class has remained consistent. The numbers are cal-
<br />culated by taking the total number of bills for the year, divided by twelve. Commercial and
<br />industrial accounts were combined until 1994.
