.

EXHIBIT A

I. Scone of Services

The Project consists of a joint effort between the City of Glenwood Springs and the Town of Carbondale to retrofit
plumbing fixtures of 7S homes in each community. This cooperaliw project is innovative for water conservation efforts
on the western slope. It will help set an example of wise water use fOf citizens and will serve as a model to identify
benefits of expanding similar water conservation efforts to other residents. The Contractor will be responsible for any
and all subcontract work associated with this project which will include hut not be limited to publicity, device installation
and water savings monitoring.

Participating households will be required to provide a financial match for the water conservation plumbing devices. The
household financial match will be collected by the Contractor. This innovative feature will help further determine the
motivating factor associated with fmancial participation by households.

Water use in participating households will be fully metered. Effort will be made to select a representative sample of
households for participation. Participating households in each community will be placed into one of three groups to
receive different combinations of water conservation devices. This project element will provide information on customer
preferences of devices and on water savings from a variety of devices.

The Project will provide the public.: with information ahout the Project and solicit participation through the use of local
radio and newspaper announcements, flyers and on-going press releases. The public will also be provided with water
savings results in the same manner.

The Final report shall include a project summary, discussion of parties involved, project findings and water savings
results. This report will not only conclude the project but will serve as information to be shared with other Colorado
communities. Details regarding consumer preferences of devices will also be included and will help others select devices
for similar projects.

2. Proiect Time of Perfnnllance

The Project will commence on July I, 1992, or upon full and proper execution of this Contract.

The Project will be completed on or bdore October 30, 1993.
