<br />water delivery services to customers not currently served by the <br />existing system; and <br /> <br />WHEREAS, the implementation of the water policies as herein <br />adopted is expected and intended to result in the continued and <br />full utilization of all of the City's water rights; and <br /> <br />WHEREAS, the city council has determined that the adoption <br />of the following comprehensive water management policies is <br />necessary to further and protect the public health, safety and <br />welfare. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF ASPEN, COLORADO, that the following policies are hereby <br />adopted and shall hereafter guide the City of Aspen and all of <br />its departments in devising, approving and implementing plans <br />and/or projects for the delivery of water services utilizing the <br />city's water resources and municipal water system. It is the <br />intent of the city Council that the policies set forth herein <br />shall update and revise those policies as previously adopted by <br />the city in the 1980 Water Management Plan and supersede such <br />older policies should conflicts arise between the two. <br /> <br />STATEMENTS OF POLICY <br /> <br />(-" <br />'-./ <br /> <br />It is the policy of the city of Aspen in order of priority <br /> <br />to: <br /> <br />ONE, provide existing and future water users within the city <br />of Aspen with an adequate supply of water for all municipal <br />purposes. <br /> <br />TWO, provide existing water users outside the geographical <br />boundaries of the City of Aspen with an adequate supply of water <br />for all municipal purposes. <br /> <br />.... -. - - -- -... - -'TlTREE~ -extend -or- exp'a:rid'wat-er- servlces"c5uEsrcfe"flie-CIty' u. -. <br />limits-only when the extension or expansion will not jeopardize <br />the first and second priorities as set forth above, and meet the <br />following criteria: <br /> <br />a. The extension or expansion will be consistent with and <br />further the goals of the Aspen Area Community Plan and <br />those growth management regulations adopted pursuant <br />thereto; and <br /> <br />b. The extension or expansion will serve only such growth } <br />as has been endorsed by the City council; and <br /> <br />2 <br />
