<br />With the exception of appropriations necessary to fund the cost of a toilet retrofit rebate program all <br />of the capital and operating costs necessary to support the existing and proposed conservation <br />program are in place. A toilet retrofit program designed to replace 100 toilets per year is estimated <br />to require an additional appropriation of $10,000 per year over a ten-year period for a total <br />investment of $100,000. <br /> <br />The cost of this additional expenditure could be recovered through revision of water. rates for <br />extraordinary water use as described in Section 3.2 (a).
