The City has a current finished water storage capacity of 17.5 million gallons, or
. approximately 5 days of average water demand on the system.

The Little Nell Well has a capacity of 1.5 MGD with current facilities in place. Plans for
expansion of wellfield pumping capacity to rehabilitate the Mill Street, Rio Grande, and
Anthony Wells are expected to expand the total groundwater pumping capacity (finished
water) to 4.1 MGD.

b) Raw Water--
Raw water sources for the City, in addition to those supplying the Thomas Reservoir, include
the Wheeler/East Aspen Ditch (10 cfs); the Durant Mine Tunnel (2.8 cfs); the Si Johnson
Ditch (5.5 cfs); the Holden Ditch (30 cfs); the Marolt Ditch (18.6 cfs); and, the Hunter Creek
Flume (15 cfs). A portion of the diversions from the Castle Creek and Maroon Creek Flumes
is also used to feed raw water irrigation from Thomas Reservoir to the Meadowood Ditch
(02 cfs).

Other private users in the City's municipal service area have interests in ditch rights and use
raw water for irrigation. Current City policy requires the use of raw water in all new potable
water service whenever it is found to be feasible. Major private users (not under a City raw
water license agreement) of raw water include irrigation of the Maroon Creek Club Golf
Course, the Red Butte Cemetery, the Aspen Meadows and Institute, the U.S. Forest Service
Aspen District Lands, the Castle Creek Homeowners, and Red Mountain Ditch Company's
users located on Red Mountain.

2.2 Water Treatment Capacity
There are two treatment plants located on the Thomas property: the West Plant, which has a capacity
of 8 MGD; and, the East Plant, which has a capacity of 12 MGD. The combined capacity of the two
plants operating together is 20 MGD. The Hunter Creek treatment plant has a capacity of 0.5 MGD,
but is currently inoperable. The combined capacity to deliver treated water, including existing wells
and operable treatment plants, is 22 MGD. The peak hourly demand on record is 12 MGD.
Treatment plant capacity is not expected to be an issue in any of the water delivery scenarios
evaluated in (he 1994 RawWatecSupply AvaiJabiJityStudy. ' , , , , , , .

2.3 Existing Water Conservation Measures
a) Water Efficient Fixtures--
Plumbing Codes: The City and Pitkin County Building Department requires all construction
to meet the water efficiency standards under the Uniform Plumbing Code. The City Water
Department reviews all new construction and remodeling work requiring a building permit
in its water service area. It also conducts a walk-through of completed construction to verify
the number and type of fixtures in use.

10
