Preface ...

This Conservation Master Plan was developed to provide a policy

and a guideline for future conservation activities for the Clifton

Water District service area from now until 2020. The 25-year planning

period will provide sufficient time to evaluate the success of short-

J

range and long-range effects of the program. This Conservation Plan

sets a goal of maintaining the per capita water consumption below 100

gallons per day per person. The average per capita consumption from

1985 to 1995 was 95 gallons per day per person. This data is

demonstrated in Graph #3. At the current time, the Clifton Water

District is meeting the per capita consumption goal and has determined

that the implementation of additional water conservation measures are

neither justified nor cost-effective. The District will continue to

monitor water conservation results using this Plan as outlines. This

Plan describes in general terms methods to maintain the program as is,

and it also establishes criteria by which specific conservation

measures will be selected as well as a process for measuring results.

The glossary at the back of the document defines terms which may need

clarification and/or context for this Master Plan.

In this document, water conservation is defined as eliminating

I I
I
I

waste and making beneficial uses more efficient. Conservation does
not mean-aeprivatfon or preservation: -Ratner~ the term encompasses

the voluntary choices people make about water to ensure a sustainable

future.

This plan is to be carried out through Annual Conservation Action

~

Plans. On an annual basis the District will evaluate the past years

consumption and determine if the water conservation goals are being

maintained.

If the goals set by this plan are not being met, then the

District will revise the Action Plan and develop specific measures and

programs to be implemented the following year. The revised Action

Plan will include responsibilities, target goals, evaluation of the

4
