<br />Preface ... <br /> <br />This Conservation Master Plan was developed to provide a policy <br /> <br />and a guideline for future conservation activities for the Clifton <br /> <br />Water District service area from now until 2020. The 25-year planning <br /> <br />period will provide sufficient time to evaluate the success of short- <br /> <br />J <br /> <br />range and long-range effects of the program. This Conservation Plan <br /> <br />sets a goal of maintaining the per capita water consumption below 100 <br /> <br />gallons per day per person. The average per capita consumption from <br /> <br />1985 to 1995 was 95 gallons per day per person. This data is <br /> <br />demonstrated in Graph #3. At the current time, the Clifton Water <br /> <br />District is meeting the per capita consumption goal and has determined <br /> <br />that the implementation of additional water conservation measures are <br /> <br />neither justified nor cost-effective. The District will continue to <br /> <br />monitor water conservation results using this Plan as outlines. This <br /> <br />Plan describes in general terms methods to maintain the program as is, <br /> <br />and it also establishes criteria by which specific conservation <br /> <br />measures will be selected as well as a process for measuring results. <br /> <br />The glossary at the back of the document defines terms which may need <br /> <br />clarification and/or context for this Master Plan. <br /> <br />In this document, water conservation is defined as eliminating <br /> <br />I I <br />I <br />I <br /> <br />waste and making beneficial uses more efficient. Conservation does <br />not mean-aeprivatfon or preservation: -Ratner~ the term encompasses <br /> <br />the voluntary choices people make about water to ensure a sustainable <br /> <br />future. <br /> <br />This plan is to be carried out through Annual Conservation Action <br /> <br />~ <br /> <br />Plans. On an annual basis the District will evaluate the past years <br /> <br />consumption and determine if the water conservation goals are being <br /> <br />maintained. <br /> <br />If the goals set by this plan are not being met, then the <br /> <br />District will revise the Action Plan and develop specific measures and <br /> <br />programs to be implemented the following year. The revised Action <br /> <br />Plan will include responsibilities, target goals, evaluation of the <br /> <br />4 <br />
