-j

ACCOMPLISHMENTS AND CURRENT PROGRAMS:

Upon evaluation of the nine water conservation measures, the

District has determined the following:

1) The District has a current water conservation program
implemented.

. Distribution leak and repair program (annual budget of
$60,000) currently responsible for 4.6% unaccounted
for water. In addition, all service connections are
metered and the District has an active meter
replacement program with an annual budget of $70,000.

. Disseminate information to the public via welcome
letter, newsletter, and school programs with an annual
budget of $2,500.

. Rate structure (uniform block rate) encouraging water
use efficiency (see Appendix II).

2) The Clifton Water District is a Special District serving
potable water only. The District does not have waste water
facilities, parks, golf courses, and has no authority to
implement ordinances or codes.

. The District does not have parks, golf courses, etc.,
to implement water conservation practices.

. Industrial users account for only 4.8% of the total
water used, so very little benefit would be observed
by implementing an industrial water savings program.

. The District does not own or operate waste water
facilities and cannot realistically study the
feasibility of reuse of potable and non-potable water.

. The District has no authority to incorporate
ordinances or codes into law.

3 )
- - - - - - -.

_ I_mpl~~,=,-~tat ~Cl": _ ~!_ aciciJt_i_op.?.1_-""at:e:;: _c9IlseX"~a~ :lc9!l_lll~<l,@gX"~?__as~_
not cost effective at this time.

. The District believes that its goal of and the reality
of per capita consumption at 100 gallons per day per
person is sufficient. In our opinion it is not cost
effective to provide incentives to our customers to
replace existing fixtures and appliances with water
saving devices.

j

Information and outreach

As stated earlier, the Clifton Water District believes that its

current practices are efficient and practical solutions to water

conservation. The current program has resulted in a per capita

consumption of less than 100 gallons per day per person. The District

10
