<br />Recommendations <br /> <br />One of the water conservation goals is for the City to act as a role model for the community in <br />implementing, practicing and achieving water conservation. It is important that the City not ask <br />residents to do something it is not willing to do itself. City deparunents should be directed to <br />evaluate policies and procedures to comply with the master plan. BMP's include installation of <br />water displacement devices and phasing in of low water use plumbing fixtures; renovation of <br />showers in public locker rooms; retrofit of irrigation systems to automatic, central control; <br />replacement of any manual quick coupler irrigation systems in City parks; a periodic irrigation <br />system efficiency audit; pseudo water bills showing usage and calculated billed value sent to each <br />department; and communicating the City's in-house conservation practices to the public. <br /> <br />The primary emphases of all the goals and BMP's are education and effective communication <br />rather than regulation. The underlying belief is that if citizens understand the economics, <br />methodologies and positive effects of water conservation, they can make infonned water use <br />decisions. BMP's include showing comparative usage data on monthly utility bills; sponsoring <br />an annual water festival for elementary students; expanding the program to disseminate water <br />conservation infonnation; sponsoring Xeriscape seminars; revising the plumbing fixture standards <br />ordinance to meet federal standards; and revising the watering frequency and schedule in the <br />restricted watering days ordinance. <br /> <br />The plan supports partnerships with the school district and the business community. For <br />example, working with businesses to offer discounts on low-volume plumbing fixtures, alternative <br />grasses, and low-water use plant materials instead of City-funded rebate programs and free <br />conservation kit distribution. And, working with other agencies and organizations to make <br />available teacher training and water conservation curriculum materials in the schools. <br /> <br />2 <br />
