<br />I <br />I <br />I <br />I <br />] <br />I <br />) <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br />CHAPTER 1 <br /> <br />INTRODUCTION AND EXECUTIVE SUMMARY <br /> <br />Water is one of our most precious resources, and water conservation planning is a vital <br />component of water supply management for HigWands Ranch and the Centennial Water and <br />Sanitation District. The overall purpose for this study is to provide a plan for expanding <br />Centennial's current conservation program and to integrate water and wastewater management <br />planning with conservation objectives. Furthermore, this plan will fulfill the objectives of the <br />Colorado Conservation Act of 1991. <br /> <br />The purpose of expanding the District's conservation program is to: <br /> <br />· Reduce future District operating costs. <br />· ReOuce the cost and the environmental impacts of new water supplies. <br />· Reduce wastewater flows. <br />· Meet the requirements of the Colorado Conservation Act. <br /> <br />Specific goals of the program are to: <br /> <br />· . Increase public awareness of methods to use water more efficiently. <br /> <br />· . Reduce water use by new customers in the residential, public, and private <br />sectors. <br /> <br />· Reduce internal residential, commercial, and municipal water usage to <br />lower wastewater flows. <br /> <br />· Develop a database to establish current use, provide better demand <br />predictions, and allow measurement of future conservation impact. <br /> <br />· Review and establish better accountin~. methods for current usage and <br />reducing the unaccounted percentage of water demand. <br /> <br />Water conservation management is an ongoing process of evaluating water conservation <br />measures and monitoring specific water conservation techniques. The key to integrating <br />conservation with water and wastewater utility management is based upon the following: <br /> <br />· Evaluating water conservation measures <br />· Determining conservation impact on utility management <br />· Identifying water savings <br />· Establishing a set of goals <br />· Developing a schedule to reach those goals <br /> <br />21-6657 <br />
