Lastly, metering allows the District to quantify water and <br />dollar savings to the consumer resulting from water conservation measures. <br /> <br />Rate Structure <br /> <br />In 1991, water conservation pricing went into effect for all of Centennial's customers. <br />A stepped rate structure was instituted in which the more a customer used, the more the <br />customer pays per unit volume. The. District established this structure to more equitably <br />distribute the costs for providing peak demand services to high water use customers. This <br />structure allows the District to discourage water waste by segregating excessive users and <br />charging them according to the burden they place on the system. In 1993, the District also <br />established use-based wastewater rates which are detennined by the amount of water consumed . <br />during a winter billing cycle. <br /> <br />Centennial Water and Sanitation District bills the Highlands Ranch Metropolitan Districts <br />(Metro Districts) for water and wastewater service to their customers. The Metro Districts, in <br />turn, bill their customers directly for these services. The stepped rate allocates the cost of providing peak, summer <br />demands to those who use more water for lawn sprinkling and other summer time outdoor uses. <br />10 addition, the District is charging for wastewater services under a use-based system.
