<br />I <br />) <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />1 <br />I <br />) <br />I <br />! <br />) <br />I <br />I <br /> <br />2-5 <br /> <br />Water Provider Requirements <br /> <br />Under the 1991 Colorado Water Conservation Act, all water-providing agencies that <br />deliver at least 2,000 acre-feet of water annually, using 1989 as a base year, are required to <br />develop and implement water efficiency plans by July I, 1996. Within 5 years after the <br />effective date of this act, entities shall develop, adopt, and implement a plan, if not already in <br />place, that encourages domestic, commercial, and industrial users to use water more efficiently. <br />The mandated water use efficiency plan must consider the following types of conservation <br />measures: <br /> <br />l. Water-efficient fIxtures and appliances. <br /> <br />2. Low-water-use landscaping and efficient irrigation. <br /> <br />3. Water-efficient industrial and commercial water using processes. <br /> <br />4. Water reuse systems for both potable and non-potable water. <br /> <br />5. Leak detection and repair for water distribution systems. <br /> <br />6. Promotion of water use efficiency through public education, information, <br />demonstrations and water use audits. <br /> <br />7. Development of a water rate structure designed to encourage water use efficiency. <br /> <br />8. Use of ordinances, codes, and other regulatory measures to encourage water use <br />efficiency. <br /> <br />9. Incentives to facilitate water use effIciency, such as rebates. <br /> <br />The wafer use efficiency pliri to beaooptCd oy the District must ciJliwn a seCtion stating <br />the role of this plan in context with water supply and management planning. Except for any . <br />sections of a water use efficiency'plan that may be in place before the effective date of this plan, <br />all additional elements of the plan must be published in a draft plan. Public notice must be <br />given and the plan made available to the public. Public comments must be solicited for a period <br />of not less than 60 days. <br /> <br />Failure to comply with the Colorado Water Conservation Act will negate the District's <br />ability to acquire state funding grants or loans for future public works projects. <br /> <br />This study serves to meet the objectives of the Colorado Water Conservation Act as well <br />as other specific objectives of the District.
