I
]
I
I
I
I
I
I

I
I
I
I
I
I
-j
I
)
j

2-3

REGULATIONS AND INSTITUTIONAL FRAMEWORK

In addition to the water conserving measures, plumbing regulations for new construction
can promote the incolpOration of water-saving features. The Centennial Water and Sanitation
District follows the Highlands Ranch Metropolitan District Rules and Regulations, and Water
and Sanitary Sewer Specifications. These rules, regulations, and specifications describe water
conservation issues and defme water conservation devices. While water-conserving fIxtures are
commonly available in the marketplace, these rules and regulations can help ensure their use.

DOUGLAS COUNTY RESOLUTION NO. 90-01 (PROPOSED)

Recognizing water conservation as an important strategy in the development of a water
resource program, Douglas County's Water Advisory Board has proposed Resolution No. 90-01.
While County Commissioners agree in spirit with the resolution, County sources expect that no
near-term action will be taken to adopt it as an ordinance. The resolution recommends:

· . Amending the building code to require that 1.6-gallon-per-flush fIxtures
be required in all new residential construction.

· A County Water Advisory Board annual review of the availability of
industrial ultra-law-flow toilet fIxtures and notification to the County
Commissioners when such fIxtures will be required in new non-residential
construction.

· Coordinating the Douglas County Building and Planning Divisions with.
the Advisory Board to develop a water conservation information packet
that will be made available to home builders, construction contractors, and
homeowners.

.. . . - - Mirtimum water conservation criteria to be ilsed for theevaluatibrl of
water provider service plans. These criteria, as stated in the resolution,
state:

1. That the water provider adopt rules and regulations that require
land developers and home builders to provide a water conservation
landscaping upgrade as an option for newly constructed homes.

2. That certain water-conserving fIxtures be installed in new
constniction.

3. That all water providers have an active water conservation
information program.

21-6657
