East Cherry Creek Valley Water & Sanitation District
Water Conservation Plan

Section 5
Program Evaluation

Following adoption of this Water Conservation Plan, an annual review of the plan's efforts and
impacts is necessary to track the progress of the plan.

Implementation of this water conservation plan requires documentation of its results, through
qualitative and quantitative means. This report will include:

I. Identification of policy making bodies that would need water conservation master
plall information
2. Analysis of benefit to cost/consequences
3. A break-down of successes and failures
4. Monitoring results

Monitoring will likely include data collection and methods for analysis including:

1. What will be measured
2. What assumptions will be held
3. Agreements on any estimates
4. Which measuring tools, models, etc. will be used
5. What projects can be measured quantitatively
6. What projects can be measured qualitatively

This information will help in development of the benefit cost analysis for each measure. As the
impact of each measure is noted, its continuance can then be defined through the long range plan.

- - - - ~ - - ~ Tile following-is 111ormacwlllctfcan-lJe-u~e1tt(}incorpurate-the-methods uutline& abuve:- - - ~ - .

Implementation/Evaluation Process

1. Define the measure
2. Identify its priority
3. Identify its timeliness - is implementation dictated by the Board, or is it seasonal
4. Determine potential impacts, quantitative and qualitative for customers and the District
5. Determine who is involved in implementation (i.e. staff, Board, public), and in evaluation
6. Define the type of analysis and evaluation involved, qualitative or quantitative, and its
format

12
