The water wa~ first applied to the above beneficial use on <br />January 14, 1976, by aqtion of the Colorado Water Conservation Board <br />under the provisions of C.R.S. 1973, 37-92-102(3), 37-92-103(3), (4) <br />and (10). <br /> <br />10. This appropri:ation is made under the provisions of C.R.S. <br />1973, 37-92-102(3), and 37-92-103(3), (4), and (10), knO\vn as Senate <br />Bill 97, signed into l~w April 23, 1973. <br />I <br />11. On October 28, 1977, a Statement of Opposition >!as filed <br />by Charles E. Thomas, and as a result, on November 30, 1977, the <br />application was re-refdrred by the Water Referee to the Water Judge <br />for Water Division No. 15. <br />, <br /> <br />12. On October 6,11981, t.he Statement of Opposition of Charles <br />E.
