7. This appropriation is made pursuant to C.R.S. 1973, 37-92-
102(3) and 37-92-103(3) and (4). The purpose of this appro-
priation by the state of Colorado is to insure the preservation
of a minimum stream level to protect the natural environment
to a reasonable degree.

8. The priority herein awarded said Little Mitchell Lake No. 2
was filed in the Water Court in the year of 1978 and shall
be administered as havin9 been filed in that year; and shall
be junior to all priorities filed in previous years. As
between all rights, filed in the same ca-lendar year, priori ties
shall be determined by hi.sto.rical dates of appropriation and
not affected by the date of l~ntry of ruling.
