<br />COME NOW the United States of America, by its attorneys,

<br />and the Applicant, Colorado Water Conservation Board, by and

<br />through its attorneys, and hereby stipulate and agree as follows:

<br />1. The inclusion of the following provisions in the

<br />Refere~'s ruling and decre~ .of Court entered thereon will protect

<br />the interests of the United States, of America:

<br />a, Applicant's rights are subject to all senior
<br />
<br />rights of the United States of America in the
