Directs the board, in consultation with the division, to <br />review each report, identify potential altematives that could be used to <br />promote the efficient use and developl11ent of water, and suggest means <br />for resolving conflicts between report~. Requires the board to hold a <br />public hearing in each basin to gather public input regarding the report. <br />Requires councils to consider the board's review and the public <br />comments in adopting proposed water 'basin policy plans and to submit <br />the proposed plans to the board. Direc~s the board to submit the plans to <br />the general assembly. Specifies that a plan becomes final unless the <br />general assembly rejects the plan pursuant to a joint resolution enacted <br />within 30 days after submission by the board. <br />Requires water development projects approved, considered, or <br />funded by a state agency to include recommended mitigation <br />requirements and measures that addres~ as fully as practicable the social, <br />economic, and environmental impacts caused by the project in order to <br />make the project as consistent as possible with the approved water basin <br />policy plan for any affected basin. Requires water courts, when <br />adjudicating a water right, to require a showing that the water right is <br />necessary to fulfill reasonably foreseeable water demands identified in <br />and consistent with a plan. Directs the water judge to incorporate terms <br />and conditions in the decree that the Vl(ater judge finds are necessary to <br />minimize conflicts between plans. <br />Makes a legislative declaration. <br /> <br />e <br /> <br />e <br /> <br />I Be it enacted by the General Assembly of the State of Colorado: <br />2 SECTION 1.
