<br />-<~': <br /> <br />L~ <br /> <br />Total <br /> <br />1,781,000 <br />6,000,000 <br />$17,892,000 <br /> <br />40 <br /> <br />4,151,880 <br />13,987,200 <br />$41,699,205 <br /> <br />ro,,,? <br /> <br />7 <br />8 <br /> <br />Harper Lake <br />Stagecoach <br />Reservoir <br /> <br />40 <br /> <br />(b) The Colorado water conservation board may expend on <br />each project specified in paragraph (a) of this subsection <br />(1), from such moneys as are or may hereafter become available <br />to the Colorado water conservation board construction fund, <br />the amounts of money listed in said paragraph (a) plus or <br />minus such amounts, if any, as may be justified by reason of <br />ordinary fluctuations in construction costs as indicated by <br />the engineering cost indices applicable to the types of <br />construction involved for such projects or as may be justified <br />by reason of changes made in the plans and specifications of a <br />project if those changes are required by finalized engineering <br />drawings and specifications or by federal or state <br />requirements. <br /> <br />(c) The final location and size of the Monument Creek <br />reservoir, with respect to the Dolores project, shall be <br />subject to the board's prior approval and the board's cost for <br />said reservoir shall be limited to that portion of the total <br />reservoir cost which is, in the board's opinion, reasonably <br />allocable to municipal water supply purposes. <br /> <br />" <br /> <br />-. <br /> <br />(d) The board shall not enter into a contract for the <br />design and construction of the Stagecoach reservoir project <br />unless and until the Upper Yampa water conservancy district <br />has agreed to the following conditions: <br /> <br />(I) Repayment of the board's investment shall be <br />guaranteed with the district's ad valorem taxes or revenues <br />from the sale of project water, contracts for such sales to be <br />executed to the board's satisfaction prior to the initiation <br />of construction on the project; <br /> <br />(II) Any lands and water rights to be purchased by the <br />district for the project shall be appraised by an independent <br />appraiser or appraisers of the board's choice and the amounts <br />to be paid by the district for such lands and water rights <br />shall be subject to the board's prior approval; <br /> <br />(III) The <br />construction of <br />reservoir as the <br /> <br />district shall, prior to <br />the project, obtain such public <br />board deems appropriate; and <br /> <br />commencing <br />access to the <br /> <br />(IV) Pri or <br />the board shall <br />surrounding the <br />approval, and <br /> <br />to commencing construction on the project, <br />provide a site development plan for the lands <br />reservoir to the general assembly for its <br />the site development plan shall address the <br /> <br />'.... <br /> <br />PAGE 2-HOUSE BILL NO. 1102 <br />
