Legislative declaration. (I) The general assembly
hereby finds, determines, and declares that:

(a) The unique circumstances of Colorado's drought and the
associated workload and legal challenges have created increased fiscal
demands for the division of water resources during a time when the general
fund cannot bear additional burdens.

(b) This act is necessary to ensure that the cost of well-permitting
is borne by the users, thereby eliminating the current general fund subsidy
of this area.

e

Capital letters indicate new material added to existing statutes; dashes
through words indicate deletions from existing statutes and such material
not part of act.
