in the opinion of the board, are necessary and reasonable to
recover the board's capitql investment, together with
operational, maintenance, and ihterest charges over the term
of years agreed upon by contrqct. Interest charges shall be
assessed at no less than five percent. Any such charges so
collected shall be credited to and made a part of the Colorado

SECTION 1. 37-60-121 (1) (b) (III) and (1) (b) (IV),
Colorado Revised Statutes, as amended, are amended to read;

37-60-121. Colorado Wqter conservation board
construction fund - creation of - nature of fund - funds for
investigations contributions use for augmentinQ the
general fund. (1) (b) (III) The board's participation in the
construction cost of a project shall generaiiy be iimited--to
fifty-percent-of-a-project~~-totai-co~t REPAID and the board's
costs or its participation in ahy feasibility studies shall be
repaid to the board when construction on a project commences.

(IV) The board shall participate in only those projects
which can repay the board's investment. Grants shall not be
made, UNLESS SPECIFICALLY AUTHORIZED BY THE GENERAL ASSEMBLY
ACTING BY BILL, and service charges and other terms of
repayment shall be established by the board;
