That consideration should be given to developing scientifically
sound and comprehensive ground water studies to better understand the
issues involved with fractured crystalline rock aquifers.

2. That consideration should be given to the capacity and recharge
potential of ilie resource and protection of vested water rights when
uevoting tributary ground water in fractured crystalline rock aquifers to
benefiCial use.

3. That local governments should consider the yield from wells
iliat pump from fractured crystalline rock aquifers and ilie cmnulative
effect of all such wells when considering and approving applications for
approval of zoning, a subdivision plat, a planned unit development, or
oilier application for similar development.

Be It Further Resolved, That a copy of this joint resolution be
provided to the state engineer and the diVIsion of water resources, the
Colorado water conservation board, the Colorado Municipal League,
Colorado Counties, Inc., and ilie boards of county commissioners for ilie
counties of Alamosa, Archuleta, Boulder, Chaffee, Clear Creek, Conejos,
Costilla, Custer, Delta, Dolores, Douglas, Eagle, EI Paso, Fremont,
Garfield, Gilpin, Grand, Gunnison, Hinsdale, Hnerfano, Jackson,
Jefferson, Lake, La Plata, Larimer, Las Animas, Mesa, Mineral, Moffat,
Montezuma, Montrose, Ouray, Park, Pitkin, Pueblo, Rio Blanco, Rio
Grande, Routt, Saguache, San Juan, San Miguel, Summit, and Teller.

I

-2-

HJR05-1061
