<br />Department of Natural Resources, Executive Director's Office, Comprehensive Environmental Response, Compensation and Liability
<br />Act; and Department of Public Health and Enviromnent, Hazardous Materiats and Waste Management Division, Contaminated Site
<br />Cleanups -- The departments are requested to cooperate in the preparation of a report detailing each department's expenditures for
<br />CERCLA contracts. The report should include a case-by-case itemization of actual, estimated, and requested funding for personal
<br />services, contract services, operating expenses, and other costs. The report should be prepared annually and should be submitted with each
<br />department's budget request.

<br />ill Department of Natural Resources, Executive Director's Office, Information Technology Services, Technology Initiative -- It is the
<br />intent of the General Assembly that the cash funds and cash funds exempt from the Land Board and the Operational Account of the
<br />Severance Tax Trust Fund for the Technology Initiative will be restricted by the State Controller until the Information Management
<br />Commission has certified, by letter, that the Departmenl of Natural Resources is "Year 2000" compatible or that this initiative specifically
<br />addresses a "Vear 2000" need.

<br />132 Department of Natural Resources, Executive Director's Office, Information Technology Services, Technology Initiative -- It is the
<br />intent of the General Assembly that the Department be allowed to expend these funds in FY 1997-98 or FY 1998-99.

<br />132a Department of Natural Resources, Minerals and Geology, Emergency Response Cosls -- It is the intent of the General Assembly that
<br />if additional funds are needed pursuant to Section 34-32-122, C.R.S., to respond to enviromnenta1 emergencies at mining sites, the
<br />Executive Director of the Department of Natural Resources should submit a request for supptementa1 funding. Furthermore, such request
<br />should be for funds from the Operationat Account of the Severance Tax Trust Fund, estabtished pursuant to Section 39-29-109(I)(a)(II),
<br />eR.S., and which moneys may be used for such emergency purposes. Such request should provide written justification detailing the need
<br />for the supplemental appropriation, and should be submitted to the Joint Budget Committee as soon as the need for additional funds
<br />arises.

<br />132b DEPARTMENT OF NATURAL RESOURCES, MINERALS AND GEOLOGY, COAL LAND RECLAMATION, PROGRAM
<br />EXPENSES; AND GEOLOGICAL SURVEY, GEOLOGICAL SURVEY MAPPING -- IT IS THE INTENT OF THE GENERAL
<br />ASSEMBLY THAT THE AMOUNT SHOWN IN THE CASH FUNDS COLUMN SHALL BE COMBINED WITH THE AMOUNT IN
<br />THE GENERAL FUND COLUMN FOR PURPOSES OF DETERMINING THE MATCH AMOUNT FOR THE "M" AND "H"

<br />funds are anticipated from the Great Outdoors Colorado Board, and white these funds are not subject to appropriation by the Legislature,
<br />pursuant to Article XXVII, Section 5 of the Colorado Constitution, they are shown here for informational purposes. The General
<br />Assembly accepts no obligation to continue funding these FTE and programs if Great Outdoors Colorado funds are no longer available.

<br />134a DEPAR1MENT OF NATURAL RESOURCES, WATER CONSERVATION BOARD, ADMINISTRATION --IT IS THE
<br />INTENT OF THE GENERAL ASSEMBLY THAT $50,000 GENERAL FUND SHALL BE FOR THE PURPOSES OF ASSISTING
<br />LOGAN, MORGAN, PHILLIPS, LARIMER, CLEAR CREEK, WELD, ELBERT, LINCOLN, CROWLEY, KIOWA, OTERO,
<br />PROWERS, AND BACA COUNTIES WITH FLOOD MITIGATION REPORTING. OF THIS AMOUNT, $46,000 IS FOR
<br />PERSONAL SERVICES AND $4,000 IS FOR OPERATING EXPENSES.

<br />135 Departmenl of Natural Resources, Water Resources Division -- It is the intent of the General Assembly that General Fund support for
<br />the Satellite Monitoring System will continue, and that fair share user fees will be encouraged.
<br />
<br />136 Department of Natural Resources, Division of Wildlife -- The appropriation to this division has been based upon and is subject to the
<br />Memorandum of Understanding between Ihe Department of Natural Resources and the Joint Budget Committee of the General Assembly,
<br />which memorandum was signed by the chairman of each board or his or her designee, the director of each division, Ihe executive director
<br />of the Department of Natural Resources, and the chairman of the Joint Budget Committee. The Memorandum of Understanding is on file
<br />at the office of the Joint Budget Committee. The intent of the Memorandum is to make the Department more cost-effective through line
<br />item consolidation in order to maximize productivity by using existing slaff and funding levels to prioritize assigmnents and responsibly
