FOR ONE OR <br /> <br />MORE PLANNING JURISDICTIONS TO PROVIDE HOUSING TO ACCOMMODATE <br /> <br />POPULATION GROWTH. <br /> <br />(4) THE LOCAL PLANNING JURlSDICTION IS ENCOURAGED TO PLAN. <br /> <br />WHERE POSSIBLE. FOR DEVELOPMENT THAT IS CONTIGUOUS TO EXISTING <br /> <br />URBANIZED AREAS. <br /> <br />(5) EACH LOCAL PLANNING JURISDICTION MAY TAKE OTHER <br />NECESSARY IMPLEMENTING ACTIONS, INCLUDING. WITHOUT LIMITATION, <br /> <br />RESTRICTIONS ON THE PROVISION OF URBAN SERVICES TO ENSURE THAT <br /> <br />URBAN GROWTH OCCURS WITHIN ITS SIX-YEAR DESIGNATED AREA. <br /> <br />(6) WITH RESPECT TO LAND WITHIN OR OUTSIDE OF ITS URBAN <br /> <br />SERVICE AREA. THE LOCAL PLANNING JURISDICTION MAY ESTABLISH A <br /> <br />PROGRAM OF TRANSFERABLE DEVELOPMENT RIGHTS THAT PROVIDE VALUE <br /> <br />TO THE LANDOWNER IN EXCHANGE FOR HIS OR HER AGREEMENT TO, <br /> <br />WITHOUT LIMITATION: <br /> <br />(a) PRESERVE LAND EITHER FOR ITS NATURALLY PRODUCTIVE USE <br /> <br />OR FOR CONSERVATION AND OPEN SPACE LAND, AS APPROPRIATE; <br />(b) PROVIDE AFFORDABLE HOUSING; <br /> <br />-52- <br /> <br />1225 <br />
