IT SHALL IDENTIFY <br /> <br />POLICIES AND PROGRAMS THAT PROMOTE THE AVAILABILITY OF LAND FOR <br /> <br />THE DEVELOPMENT OR REDEVELOPMENT OF HOUSING, iNCLUDING LOW- <br />AND MODERATE-INCOME HOUSING. IT SHALL ALSO IDENTIFY POLICIES AND <br /> <br />PROGRAMS TO MAINTAIN OR REHABILITATE THE LOCAL PLANNING <br /> <br />JURISDICTION'S EXISTING HOUSING STOCK AS MAY BE APPROPRIATE. SUCH <br /> <br />HOUSING NEEDS MAY BE SATISFIED BY EXISTING HOUSING STOCK OR BY <br /> <br />LAND PLA"INED AND ZONED FOR RESIDENTIAL USE WITHIN THE LOCAL <br /> <br />PLANNING JURISDICTION OR WITHIN OTHER LOCAL PLANNING <br /> <br />JURISDICTIONS PURSUANT TO AN INTERGOVERNMENTAL AGREEMENT. THE <br /> <br />JURISDICTION SHALL ALSO IDENTIFY OBJECTIVES, POLICIES. AND <br /> <br />STRATEGIES TO ENCOURAGE A RANGE OF HOUSING TYPES, PRICES. AND <br /> <br />RENT LEVELS TO MEET THE NEEDS OF PERSONS OF DIFFERENT AGES AND <br /> <br />INCOMES. INCLUDING LOW AND MODERATE INCOMES. THE JURISDICTION <br /> <br />SHALL DEFINE STRATEGIES TO ENSURE THAT HOLDERS OF NEW JOBS IN THE <br /> <br />LOCAL PLANNING JURISDICTION WILL BE ABLE TO SECURE HOUSING THAT <br /> <br />IS AFFORDABLE. APPROPRIATE. AND WITHIN REASONABLE DISTANCES OF <br />THEIR PLACES OF EMPLOYMENT. SUCH POLICIES MAY INCLUDE. WITHOUT <br /> <br />LIMIT A TlON. AN EXPEDITED PERMITTiNG PROCESS. REDUCTION OR W AJVER <br /> <br />OF LOCAL DEVELOPMENT FEES. DEDICATION OF FINANCIAL RESOURCES. <br /> <br />INCENTIVES FOR EMPLOYER ASSISTED HOUSING, INCLUSIONARY ZONING. <br /> <br />AND ANY OTHER INCENTIVE DEEMED APPROPRIATE BY THE LOCAL <br /> <br />PLANNING JURISDICTION. <br /> <br />(d) AN ESSENTIAL URBAN SERVICES, iNFRASTRUCTURE, AND <br /> <br />CAPITAL FACILITIES ELEMENT CONSISTING OF: <br /> <br />(I) AN INVENTORY OF EXISTiNG INFRASTRUCTURE AND CAPITAL <br /> <br />-30- <br /> <br />1225 <br />
