OR PROJECTIONS UNLESS IT CAN <br /> <br />ESTABLISH THAT SUCH DIFFERENT POPULATION STATISTICS, ESTIMATES, OR <br /> <br />PROJECTIONS ARE MORE ACCURATE. <br /> <br />(2) THE PURPOSE OF THE MASTER PLAN IS TO PROVIDE A <br />COORDINATED PHYSICAL DESIGN FOR DEVELOPMENT AREAS AND TO DIRECT <br /> <br />THE COORDINATED, EFFICIENT, ANDORDERL Y DEVELOPMENT OF THE LOCAL <br /> <br />PLANNING JURISDICTION AND ITS ENVIRONS THAT WILL. BASED ON AN <br /> <br />ANAL YSIS OF PRESENT AND FUTURE NEEDS. PREVENT SPRAWL AND BEST <br /> <br />PROMOTE THE PUBLIC HEALTH, SAFETY, ECONOMIC DEVELOPME!\T, AND <br /> <br />WELF AREOFTHE PLANNING JURISDICTION. EACH ELEMENT AND STRATEGY <br /> <br />SHALL HAVE PLANNING HORIZONS OF SIX YEARS AND TWENTY YEARS AND <br /> <br />SHALL IDENTIFY APPROPRIATE PLANS TO BE IMPLEMENTED FOR EACH <br /> <br />HORIZON. A MASTER PLAN SHALL INCLUDE THE FOLLOWING REOUIRED <br /> <br />ELEMENTS: <br /> <br />(a) A LAND USE ELEMENT PURSUANT TO WHICH THE LOCAL <br />PLANNING JURISDICTION SHALL DESIGNATE USES AND RANGES OF DENSITY <br /> <br />FOR ALL THE LAND LOCATED WITHIN THE LOCAL PLANNING JURISDICTION. <br /> <br />SUCH USES MAY INCLUDE, W1THOUT LIMITATION, PUBLIC, PRIVATE. <br /> <br />RESIDENTIAL, COMMERCIAL, INDUSTRIAL, NATURALLY PRODUCTIVE. <br />CONSERVATION AND OPEN SPACE.
