<br />I case of debts contracted for the erection of public buildings and supplying <br />2 deficiencies of revenue shall not be less than ten nor more than fifteen <br />3 years, and the funds arising from the collection of any such tax shall not <br />4 be applied to any other purpose than that provided in the law levying the <br />5 same, and when the debt thereby created shall be paid or discharged, such <br />6 tax shall cease and the balance, if any, to the credit of the fund shall <br />7 immediately be placed to the credit of the general fund of the state. THE <br />8 REQUIREMENTS OF THIS SECTION SHALL NOT APPLY TO DEBT CONTRACTED <br />9 BY THE STATE PURSUANT TO SECTION II OF THIS ARTICLE, <br />10 SECTION 2. Each elector voting at said election and desirous of <br />II voting for or against said amendment shall cast a vote as provided by law <br />12 either "Yes" or "No" on the proposition: "AN AMENDMENT TO ARTICLE <br />13 XI OF THE CONSTITUTION OF THE STATE OF COLORADO, CONCERNING <br />14 AUTHORIZATION FOR THE STATE TO CONTRACT DEBT FOR THE PURPOSE OF <br />15 FINANCING STATE INFRASTRUCTURE PROJECTS, AND, IN CONNECTION <br />16 THEREWITH, TO IMPOSE TAXES TO THE EXTENT NECESSARY TO REPAY ANY <br />17 DEBT CONTRACTED," <br />18 SECTION 3. The votes cast for the adoption or rejection of said <br />19 amendment shall be canvassed and the result determined in the manner <br />20 provided by law for the canvassing of votes for representatives in <br />21 Congress, and if a majority of the electors voting on the question shall <br />22 have voted "Yes", the said amendment shall become a part of the state <br />23 constitution. <br /> <br />-6. <br /> <br />HCR03-1009 <br />
