Legislative declaration. (1) The general assembly <br />hereby finds, determines, and declares that this act is necessary to: <br />(a) Provide unified leadership on water matters, both in terms of <br />water quantity and water quality; <br />(b) Help resolve long-standing conflicts over water between the <br />eastern and western slopes and betWeen urban and rural water users; . <br />" ::....\ <br />(c)" Promqte IDe efficient u~~ of water by all available means, <br />. .-:~:...... "':.'.-~{:.~;.,.~~Qt..~..~~-:.:..,~ :':._y <br />including conservation; flexible storage, transfer, and exchange <br />arrangements; and reuse; <br /> <br />(d) Secure an adequate supply of safe drinking water while <br />preserving the quality of Colorado's natural environment; and <br /> <br />. <br /> <br />13 (e) Protect Colorado's compact entitlements to water. <br />14 SECTION2. The introductory portion t024-1-110 (1), Colorado <br />15 Revised Statutes, is amended, arid the said 14-1-110 (1) is further <br />16 amended BY THE ADDITION OF A NEW PARAGRAPH, to read: <br />17 24-1-11 O. Principal departments. (1) In accordance with the <br />18 piO ~lslollS of section 22 of article IV of the state constitution, all <br />19 executive and administrative offices, agencies, and instrumentalities of <br />20 the executive department of the state government and their respective <br />21 functions, powers, and duties, except as otherwise provided by law, are <br />22 allocated among and within the following principal departments created <br />23 by this article: <br />24 (y) DEPARTMENT OF WATER RESOURCES. <br /> <br />25 <br /> <br />SECTION 3. 24-1-119 (3), Colorado Revised Statutes, IS <br /> <br />. <br /> <br />-2- <br /> <br />SB05-046 <br />
