HL_ ....,.......L~ .&....0'.................0 .. ....~V.. ~ ..v.. <br /> <br />to in paragraph (1) shall expire on the earlier of the date 3 years <br />after the date on which the Administrator identifies appropriate control <br />technology for the Surface Water Treatment Rule for public water systems <br />in the category that includes such system pursuant to section <br />1412 (b) (4) (E) of the Safe Drinking Water Act or 5 years after the date <br />of enactment of the Safe Drinking Water Act Amendments of 1996. <br /> <br />SEC. 118. LEAD PLUMBING AND PIPES. <br /> <br />Section 1417 (42 U.S.C. 300g-6) is amended as follows: <br />(1) In subsection (a), by striking paragraph (1) and <br />inserting the following: <br />"(1) Prohibitions.-- <br />"(A) In general.--No person may use any pipe, any <br />pipe or plumbing fitting or fixture, any solder, or any <br />flux, after June 19, 1986, in the installation or repair <br />of-- <br /> <br />"(i) any public water system; or <br />"(ii) any plumbing in a residential or <br />nonresidential facility providing water for human <br />consumption, <br /> <br />[[Page no STAT. 1646]] <br /> <br />that is not lead free (within the meaning of subsection <br />(d)) . <br />"(B) Leaded joints.--Subparagraph (A) shall not <br />apply to leaded joints necessary for the repair of cast <br />iron pipes. I , . <br />(2) In subsection (a) (2) (A), by inserting "owner or <br />operator of a" after "Each' I. <br />(3) By adding at the end of subsection (a) the following: <br />"(3) <<NOTE: Effective date.>> Unlawful acts.--Effective 2 <br />years after the date of enactment of this paragraph, it shall be <br />unlawful-- <br />"(A) for any person to introduce into commerce any <br />pipe, or any pipe or plumbing fitting or fixture, that <br />is not lead free, except for a pipe that is used in <br />manufacturing or industrial processing; <br />"(B) for any person engaged in the business of <br />selling plumbing supplies, except manufacturers, to sell <br />solder or flux that is not lead free; or <br />"(C) for any person to introduce into commerce any <br />solder or flux that is not lead free unless the solder <br />or flux bears a prominent label stating that it is <br />illegal to use the solder or flux in the installation or <br />repair of any plumbing providing water for human <br />consumption. ' I . <br />(4) In subsection (d)-- <br />(A) by striking "lead, and" in paragraph (1) and <br />inserting '" lead; , I ; <br />(B) by striking "lead." in paragraph (2) and <br />inserting "lead; and' '; and <br />(C) by adding at the end the following: <br />"(3) when used with respect to plumbing fittings and <br />fixtures, refers to plumbing fittings and fixtures in compliance <br />with standards established in accordance with subsection (e).'
