Approval of site development plan for the Stagecoach Reservoir <br />Project. (I) Approval is hereby given to the site development plan for the <br />Stagecoach Reservoir Project as set forth in the report entitled "Recom- <br />mended Site Development Plan for the Stagecoach Reservoir Project" sub- <br />mitted by the Colorado water conservation board to the Colorado general <br />assembly and dated March 15, 1984. <br /> <br />(2) The Colorado water conservation board shall not enter into a contract <br />for the design and construction of the Stagecoach Reservoir Project with the <br />Upper Yampa Water Conservancy District unless the district agrees in said <br />contract that it will implement the approved site development plan for the <br />project and will provide for the annual operation and maintenance of all lands <br />and facilities included in the site development plan at no expense to the Colo- <br />rado water conservation board and in a manner satisfactory to the Colorado <br />water conservation board. ' <br /> <br />Section 12. Safety clause.
