<br />(II) THE INCREASE IN THE AUTHORIZED BOARD COST FOR
<br />THE SEDGWICK-SAND DRAWS WATERSHED CONSERVANCY DIS-
<br />TRICT FLOOD CONTROL PROJECT SHALL BE MADE NOTWITH-
<br />STANDING THE CRITERIA IN SECTION 37-60-121 (1) (b), COLORADO
<br />REVISED STATUTES, BECAUSE THE ORlGINAL AUTHORIZATION
<br />FOR THE PROJECT PRECEDED THE ENACTMENT OF THOSE CRI-
<br />TERIA AND THE INCREASE IS NOW NEEDED IN ORDER TO MATCH
<br />ADDITIONAL FEDERAL FUNDING WHICH HAS BECOME A V AIL-
<br />ABLE FOR THE COMPLETION OF THE PROJECT.

<br />Section 8. 37-60-104 (I), Colorado Revised Statutes, as amended, is
<br />amended to read:
<br />
<br />37-60-104. Personnel. (1) The board shall consist or'tlurteen members.
<br />The executive director of the department of natural resources shall be a
<br />voting member ex officio. The attomeygeneral, state engineer, and director
<br />/ of said board shall be nonvoting members ex officio, The nine remaining
<br />members shall be qualified electors of the state, well-versed in water matters,
<br />and shall be appointed by the governor, WITH THE CONSENT OF THE
