<br />ational, maintenance, and service charges over the term of years agreed
<br />upon by contract. Any such charges so collected shall be credited to and
<br />made a part of the Colorado water conservation board construction fund.
<br />
<br />Section 2. Project authorizations. Pursuant to sec1ion 37-60-122 (1)
<br />(b), Colorado Revised Statutes 1973, there is hereby authorized to be con-
<br />structed from such funds as may become available to the Colorado water
<br />conservation board construction fund, in the priority listed as nearly as
<br />practicable and with. the sums of money listed, plus or minus such
<br />amounts, if any, as may be justified by reason of ordinary fluctuations in
<br />construction costs as indicated by engineering cost indices applicable to the
<br />types of construction involved herein, the following water conservation
<br />projects:

<br />Section 3. Appropriation. In addition to any other appropriations made
<br />for the fiscal year commencing July I, 1978, there is hereby appropriated,
<br />to the Colorado water conservation board construction fund, the sum of
<br />one million dollars ($1,000,000), or so much thereof as may be necessary, .
<br />to carry out the purposes of this act. Four hundred thousand dollars
<br />($400,000) of the appropriation made by this section shall be out of any
<br />moneys in the state treasury not otherwise appropriated; and six hundred
<br />thousand dollars ($600,000) of said appropriation shall be out of any
<br />moneys in the oil shale special' fund not otherwise appropriated and shall
<br />be used only in or for political subdivisions of the state lying west of the
<br />continental divide.
<br />
<br />Section 4. Safety clause. The general assembly hereby finds, deter-
<br />mines, and declares that this act is necessary for the immediate preser-.
<br />vation of the public peace, health, and safety.
