2 and the secretary of the board. ' Every legislative act of the
3 board of a general or permanent nature shall be by resolution.

The book of resolutions, corporate acts, and orders shall be a

public record. A public record shall also be made of all
other proceedings of the board, minutes of the meetings,

annual

certificates,

contracts, DOCUMENTS,

reports,

FEASIBILITY STUDIES PREPARED BY THE AUTHORITY OR BY ANOTHER
ENTITY ON CONTRACT TO THE AUTHORITY, and bonds given by

officers, employees, and any other agents of the authority.
The account of all moneys received by and disbursed on behalf
of the authority shall also be a public record. Any public

record of the authority shall be open for inspection by any

citizen UNLESS THE BOARD TAKES FORMAL ACTION TO WITHHOLD

15 INFORMATION ON THE GROUND THAT IT IS PROPRIETARY INFORMATION
16 OR UNLESS THE GROUNDS SPECIFIED IN SECTION 24-72-204, C.R.S.
17 1973, RELATING TO PUBLIC RECORDS APPLY. All records shall be

18 subject to uniform budget and audit laws, as set forth in

19 article 1 of title 29, C.R.S. 1973, and shall be subject to
20 regular audits, as provided therein.
21 SECTION 2. 37-95-107 (2), Colorado Revised Statutes

22 1973, as amended, is amended to read:

23 37-95-107. Study of proposed projects - authorization

24 thereof. (2) (a) Such feasibility study shall include, but

25 not be limited to, an analysis of the engineering, economic,

26 and regulatory feasibility of a proposed project AND OF THE
