R02S-2086.01 Thomas Morris SR02S-003 <br /> <br />SENATE SPONSORSHIP <br />Tnpa, Phillips, Fitz-Gerald, Gordon, Hernandez, Pascoe, Perlmutter, Reeves, Thiebaut, and <br />Windels <br /> <br />Senate Committees <br /> <br />SENATE RESOLUTION 02S-003 <br />CONCERNING WATER CONSERVATION. <br /> <br />WHEREAS, The State of Colorado is subject to drought cycles that result in water shortages and <br />hardships to water users, and therefore wise water use policies are necessary to extend the existing supplies of <br />water within this state; and <br />WHEREAS, The water demands imposed by traditional landscaping using nonnative plant species such <br />as bluegrass and inefficient residential irrigation practices may result in an unreasonable and unnecessary burden <br />on future water resources; now, therefore, <br />Be It Resolved by the Senate of the Sixty-third General Assembly of the State of Colorado: <br />(1) That restrictive covenants that prohibit the use of xeriscape landscaping, restrict the application of <br />wise water-saving landscape measures, or require that cultivated vegetation include turf grass are against public <br />policy; <br />(2) That the state, state agencies, including institutions of higher education. but excludinl! state <br />al!ricuItural exnerimental stations. and political subdivisions should each: <br />(a) Adopt a plan to reduce by 2010 the total amount of water consumed by such entities by 10% <br />compared to their average yearly consumption from 1996 to 2001; and <br />(b) Develop and implement a landscaping plan using best management practices to include, but not be <br />limited to: <br />(1) Limiting to functional areas of heavy pedestrian traffic, such as balIfields or areas proximal to <br />entryways, the locations on which frequently irrigated and mowed turf such as bluegrass is to be maintained, and <br />restricting the use of turf in median strips; <br />(II) Insuring the use of efficient irrigation techniques and systems, including prohibiting landscape <br />irrigation between the hours of 9 a.m. and 6 p.m.; employing the use of nonpotabIe water supplies and <br />reuse, where such supplies and water reuse are available, for irrigation of areas exceeding one acre; and usi;rg~ <br />seasonally variable irrigation schedules that match the evapotranspiration needs of the plants being irrigated; '2 e.
