Directs the council to initiate permitting coordination <br />procedures upon submission of a request by the sponsor of a natural <br />resources development proj ecl. Requires the sponsor to file with the <br />council and serve upon all governmental entities involved in permitting <br /> <br />Shading denotes HOUSE amendment.
