<br />~ <br />~ -~4 <br />~ <br />~ <br />~ '~ <br />~ <br />~ <br /> <br />. <br /> <br />voter-approved revenue change and are not included in state <br />or local government fiscal year spending for purposes of the <br />constitutional limitations on such spending. <br />Requires each county treasurer to show the residential <br />water fee on property tax statements issued during any year <br />in which the fee is imposed, collect the fee, and remit the <br />total amount of fees collected, less a specified amount for <br />collection costs, to the state treasurer for deposit into a <br />newly created residential water conservation fund. <br />Creates the residential water conservation fund and <br />specifies that all moneys in the fund are continuously <br />appropriated to the Colorado water conservation board for <br />use in developing, advertising, and administering residential <br />water conservation programs. <br />Requires the Colorado water conservation board to <br />emphasize programs providing financial incentives that will <br />encourage more efficient residential water use, but also <br />allows the board to develop and administer educational <br />programs designed to teach individuals about and encourage <br />individuals to engage in sound residential water <br />conservation practices. <br />Requires the water conservation board to submit biennial <br />reports to the house agriculture, livestock, and natural <br />resources committee and the senate agriculture and natural <br />resources committee of the general assembly regarding <br />residential water conservation programs. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />I Be it enacted by the General Assembly of the State of Colorado: <br />2 SECTION 1. Article 60 of title 37, Colorado Revised Statutes, is <br />3 amended BY THE ADDITION OF A NEW PART to read: <br />4 PART 2 <br />5 RESIDENTIAL WATER CONSERVATION ACT <br /> <br />6 37-60-201. Short title. THIS PART 2 SHALL BE KNOWN AND MAY <br /> <br />7 BE CITED AS THE "RESIDENTIAL WATER CONSERVATION ACT". <br /> <br />8 37-60-202. Legislative declaration. (1) THEGENERALASSEMBLY <br />9 HEREBY FINDS AND DECLARES THAT: <br /> <br />10 (a) WATER IS ONE OF COLORADO's MOST PRECIOUS RESOURCES, <br /> <br />-2- <br /> <br />HB01-1295 <br />
