"LAND AVAILABLE FOR URBAN <br /> <br />14 GROWTH" INCLUDES BOTH V ACANT LAND AND DEVELOPED LAND THAT, IN <br /> <br />15 THE OPINION OF THE LOCAL PLANNING JURISDICTION, IS LIKELY TO BE OR <br />16 SHOULD BE REDEVELOPED. <br /> <br />17 (m) "LAND DEVELOPMENT REGULATIONS" MEAN THE REGULATIONS <br />18 OF A LOCAL PLANNING JURISDICTION GOVERNING ZONING, SUBDIVISIONS, <br /> <br />19 PLANNED UNIT DEVELOPMENTS, SITE PLANS, MATTERS OF STATE INTEREST, <br /> <br />20 OR OTHER GOVERNMENTAL CONTROLS THAT AFFECT THE USE AND <br /> <br />21 INTENSITY OF LAND. <br /> <br />22 (n) "LEVEL OF SERVICE" MEANS AN INDICATOR OF THE EXTENT OR <br />23 DEGREE OF SERVICE PROVIDED BY, OR PROPOSED TO BE PROVIDED BY, THE <br />24 INFRASTRUCTURE AND CAPITAL FACILITIES WITHIN A PLANNING <br /> <br />25 JURISDICTION BASED ON AND RELATED TO THE OPERATIONAL <br /> <br />26 CHARACTERISTICS OF SUCH INFRASTRUCTURE AND CAPITAL FACILITIES. <br /> <br />27 "LEVEL OF SERVICE" SHALL INDICATE THE CAPACITY PER UNIT OF DEMAND <br /> <br />-14- <br /> <br />148 <br />
