out of any moneys in the severance tax

trust fund created pursuant to section 39-29-109,

Revised Statutes 1973,

not otherwise

appropriated,. to the

fund,

for

year commencing July 1, 1983, the sum of

25 SECTION 5. Safety clause. The general assembly hereby
