fund, which shall consist of all moneys which may be

appropriated thereto by the general assembly or which may be

otherwise made available to it by the general assembly, those

moneys appropriated from that portion of the lottery fund

reserved for capital construction pursuant to section

24-35-210 (4) (b), C.R.S. 1973, and those moneys appropriated

from the severance tax trust fund created pursuant to section

39-29-109, C.R.S 1973. Such fund shall be a continuing fund

to be expended in the manner specified in this part 8 and

shall not revert to the general fund or the severance tax
trust fund at the end of the fiscal year. Interest earned on

moneys in the fund and on moneys loaned from the fund shall be
accumulated in the fund for disbursement pursuant to this part
8, but interest earned on moneys appropriated to the fund from.
the severance tax trust fund shall be deposited in the state

general fund pursuant to sec~ion 39-29-109, C.R.S. 1973.

SECTION 2. 24-35-210 (4) (b), Colorado Revised Statutes

1973, 1982 Repl. . Vol., is amended to read:

24-35-210.. Lottery fund. (4) (b) The general assembly

shall annually appropriate ten percent of the net proceeds of
the lottery to the division of parks and outdoor recreation in

the department of natural resources to be used for state

parks, state recreation areas, and recreational trails and

shall annually appropriate fifty percent of the net proceeds

of the state lottery for capital construction for the state,
