<br />CONCERNING THE RECOGNITION OF THE 125TH ANNIVERSARY
<br />OF THE CREATION OF THE POSITION OF WATER
<br />COMMISSIONER AND THE FIRST TEN WATER DISTRICTS.

<br />WHEREAS, The great state of Colorado lies west of the 1 OOth meridian,
<br />where rainfall is neither frequent nor reliable, and many regions ofthe state
<br />cannot sustain a crop without the aid of irrigation water; and
<br />
<br />WHEREAS, In 1940, Thomas Hornsby Ferril, Colorado's eminent poet
<br />laureate, acknowledged this fact in the commemorative poem that adorns
<br />the rotunda of the state capitol building, a poem that begins, "Here is a land
<br />where life is written in water"; and
