<br />CONCERNING RECOMMENDATIONS OF THE WATER A V AILABILITYTASKFORCE
<br />RELATING TO MEASURES TO ADDRESS DROUGHT CONDITIONS.

<br />Be it enacted by the General Assembly of the State of Colorado:
<br />
<br />SECTION 1. Legislative declaration. (1) The general assemhly
<br />hereby finds and determines that:
<br />
<br />(a) Farmers, ranchers, industry, and homeowners all depend on
<br />water for existence;
<br />
<br />(b) Pursuant to a series of agreements, consumers of water in ten
<br />states depend upon water runoff from the Rio Grande and the Colorado,
<br />South Platte, and Arkansas rivers in Colorado;
