. A statewide water supply initiative; and
. A study of the Colorado!river return project.
Restores halances in the small project feasibility study grant fund,
the emergency infrastructure repair loan fund, and the flood response
fund. Expands:
. The board's continuous spending authority over the
litigation fund to the balance of the fund; and
. The purposes for which the board may expend the fund.

I Be it enacted by the General Assembly of the State of Colorado:

SECTION 1. Water project loan authorizations from the

Colorado water conservation board construction fund. (1) Pursuant

4 to section 37-60-122 (1) (b), Colorado Revised Statutes, the Colorado

5 water conservation board is hereby authorized to loan moneys from the

6 Colorado water conservation board 'construction fund to enable the

7 construction of the following waterresources projects or the purchase of

8 water rights with the following priority:
