Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. Article 91 oftitle 24, Colorado Revised Statutes, is
amended BY THE ADDITION OF A NEW SECTION to read:

PROVISION Of LAW TO THE CONTRARY IN TITLE 10, C.R.S" EVERY

CONTRACTOR AND SUBCONTRACTOR SHALL PROVIDE HEALTH INSURANCE

COVERAGE FOR EACH OF ITS EMPLOYEES WHO WORKS ON A PUBLIC
PROJECT, AS DEFINED IN SECTION 24-92-102 (8), AND FOR SUCH
EMPLOYEE's OEPENDENTS. THE CONTRACTOR OR SUBCONTRACTOR MAY

REQUIRE THE EMPLOYEE TO PAY A PORTION OF THE PREMIUMS FOR SUCH

HEALTH INSURANCE COVERAGE, SUCH HEALTH INSURANCE COVERAGE

SHALL ALSO MEET THE REQUIREMENTS OF ARTICLE l60F TITLE 10, C.R.S.
SECTION 2. Effective date - applicability. (1) This act shall

take effect at 12:01 a,m, on the day following the expiration of the

ninety-day period after final adjournment of the general assembly that is

allowed for submitting a referendum petition pursuant to article V, section

1 (3) ofthe state constitution; except that, if a referendum petition is filed

against this act or an item, section, or part of this act within such period,

then the act, item, section, or part, if approved by the people, shall take

effect on the date of the official declaration of the vote thereon by

proclamation of the governor.

(2) The provisions of this act shall apply to contracts or

23 agreements entered into for public projects on or after the applicable
24 effective date of this act.
