C4D, COLORADO
Colorado Water
DNR Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, Co 80203
Memorandum
To: Greg Johnson, Water Supply Planning Section Chief
From: Kevin Reidy Ft Ben Wade, Water Supply Planning
Date: June 24, 2019
Subject: Water Efficiency Grant Fund Recommendation for the City of Evans
Recommendation:
The Water Supply Planning staff recommends that Greg Johnson, Section Chief,
approve a Water Efficiency Grant to update a Water Efficiency Plan in the amount of
$30,000 for the City of Evans.
Summary of Grant Application
The City of Evans is a covered entity in the South Platte Basin whose main water
supply is surface water and the City is also a participant in the NISP project. The City's
total average water use is 2,512 acre feet per year. The overall water use is expected
to increase by 2.2% per year based on population growth. The City estimates the
population will grow 2.5% annually through 2028.
The City has an estimated water savings goal to lower the per capita water use by 10%
which translates to be an average of 251 acre-feet per year. The main goal of the
updated Plan is to delay the need of future water acquisition to supply an increased
population.
The total cost of the project is $51,976.51. Evans is committing 42% matching funds in
the form of $7,862.35 of in-kind services and $14,114.16 in cash. CWCB staff has
reviewed and evaluated the grant application and has determined that the proposal
meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached is the
internal checklist used to evaluate the application.
Attachment: Evaluation Checklist
oFcoL\
P9\
P 303.866.3441 F 303.866.4474 www.cwtb.state.co.us J
Jared Polis, Governor I Dan Gibbs, DNR Executive Director I Rebecca Mitchell, CWCB Director 1_
876 +
1
