DNR COLORADO <br /> CO Colorado Water <br /> Conservation Board <br /> Department of Natural Resources <br /> 1313 Sherman Street, Room 718 <br /> Denver, CO 80203 <br /> Memorandum <br /> To: Greg Johnson, Water Supply Planning Section Chief IMP <br /> From: Ben Wade <br /> Water Supply Planning <br /> Date: May 1, 2019 <br /> Subject: Water Efficiency Grant Fund Recommendation for Town of Bayfield <br /> Recommendation: <br /> The Water Supply Planning staff recommends that Greg Johnson, Section Chief, <br /> approve a Water Efficiency Grant to update a Drought Management Plan in the amount <br /> of $30,000 for the Town of Bayfield. <br /> Summary of Grant Application <br /> The Town of Bayfield is a non-covered entity in La Plata County located the Southwest Basin <br /> and delivers under 500 acre-feet per year to their customers. The Town owns senior irrigation <br /> water rights which some have been changed to municipal use. The Town's municipal supply <br /> relies upon releases from Vallecito Reservoir. During drought conditions, the senior water <br /> rights are susceptible to administrative calls and the Town may not have enough supply in <br /> their reservoir to meet municipal and industrial demands. The Town faces the need to <br /> negotiate additional water contracts in the future to secure stability and reliability in their <br /> water supply. <br /> During a future drought and depending on the drought stage the Town would be in, <br /> their initial estimate would be reduction in per-capita demand by 10%. <br /> The total cost of the project is $40,000. Bayfield is committing 25% matching funds in <br /> the form of $5,000 of in-kind services and $5,000 in cash. CWCB staff has reviewed and <br /> evaluated the grant application and has determined that the proposal meets or <br /> exceeds the CWCB guidelines for reviewing grant proposals.
