1. PARTIES
This Contract is entered into by and between Borrower named on the Cover Page for this Contract
(the"Borrower"),and the STATE OF COLORADO acting by and through the State agency named
on the Cover Page for this Contract(the"State" or"CWCB"). Borrower and the State agree to the
terms and conditions in this Contract.
2. TERM AND EFFECTIVE DATE
A. Loan Effective Date
The Loan Effective Date means the date on which this Contract is approved and signed by
the Colorado State Controller or designee, as shown on the Signature Page for this Contract.
This Contract shall not be valid or enforceable until the Loan Effective Date. The State shall
not be bound by any provision of this Contract before the Loan Effective Date,and shall have
