3. Without expense to the State, manage, ope ate, and maintain
the present system continuously in an efficient a d economical manner
and assume all legal liability for such management , operation, and
maintenance.
4. Make the services of said project availab e within its capacity
to all persons in the Contractor ' s service area w. thout discrimination
as to race, color, religion, or natural origin at reasonable charges,
including assessments, taxes, or fees in accordance with a schedule of
such charges, whether for one or more classes of -.ervice, formally
adopted by the Contractor through its board of di . ectors, as may be

5. Adjust its operating costs and service ch.:rges from time to
time to provide for adequate operation and mainte ance, emergency
repair services, obsolescence reserves, debt service, and debt reserves.
6. Expand the system from time to time to met reasonable growth
or service requirements in the area within its ju isdiction.
7. Provide the State with such periodic repo is as it may require
and permit periodic inspections of its operations and accounts by a
designated representative of the State. The Colorado Water Conserva-
tion Board, its agents and employees, is hereby d-signated as the
agent of the State for the purposes of this contract.
8. Purchase from the State all the State ' s right, title, and
interest in said project and any facilities there•f at a total purchase
price of Two Million Five Hundred Ninety-Five Th•usand Six Hundred
Dollars ($2, 595, 600) , payable in forty (40) annual installments of
Sixty-Four Thousand Eight Hundred Ninety Dollars ($64, 890) each, which
