Disadvantages <br /> • The pre-existing lateral ditch and Greeley No. 2 Canal headgate are not deemed <br /> adequate to convey the additional volume required to fill the reservoir and will <br /> need to be replaced and enlarged. <br /> • There may be at least one other user along the path of the lateral ditch and <br /> additional carriage capacity will need to be considered to meet these demands. <br /> • There may be floodplain/floodway issues due to the proximity to the river. <br /> Selected Storage Alternative <br /> Kyger Reservoir was the selected alternative due to the many advantages of this <br /> storage site. From a water rights standpoint, the site is ideally located for a river <br /> exchange of water from Kern Reservoir. It is also ideally located for an exchange of <br /> water from future reusable effluent from the Town's WWTP. Additionally, storage at this <br /> location would allow the Town to more fully utilize its eight New Cache shares. This <br /> location is ideal for augmentation of the Town's well pumping and pumping of Weld <br /> County School District RE-4's (WCSD) wells. The Town has an IGA with WCSD, which <br /> assists WCSD with augmentation. <br /> Windsor hired Leonard Rice Engineers, Inc. to complete a feasibility study on the Kyger <br /> Storage Infrastructure as included in the attached Memorandum dated May 30, 2013. <br /> This study outlines the water delivery and river return options for Kyger Reservoir and ./ <br /> provides a detailed cost estimate for construction of such infrastructure. <br /> obi✓"/1 17f <br /> Non-Potable Water Supply Alternativese,z7,7'i11 4"►7 <br /> The Town is targeting 172 acre-feet of senior water supplies to place into Kyger <br /> storage, which is approximately 17% of the estimated capacity of the reservoir. There <br /> are many factors that will ultimately govern which water rights will make up this 172 <br /> acre-feet of water including seniority, location and ability to divert into the Kyger Pit, <br /> X33 availability of the water right, etc. With these factors in mind, we examine the following <br /> ( 7 water rights and irrigation systems in the vicinity of the Town and selected Kyger <br /> scr storage: <br /> w2,4 • New Cache la Poudre Irrigating Company and Cache la Poudre Reservoir <br /> 1/1(11') Company <br /> • Lake Canal and Lake Canal Reservoir Company <br /> • Whitney Irrigating Ditch Company <br /> • B.H. Eaton Ditch Company <br /> • Box Elder Ditch Company <br />
