Eaton Ditch water. Town staff has considered the possibility of constructing storage on <br /> Eastman Park South. The Town has completed a geotechnical investigation and <br /> storage at this location appears very feasible. Preliminary calculations show <br /> approximately 200 acre-feet of storage could be constructed at this location. However, <br /> the lateral from the B.H. Eaton Ditch to Eastman Park South should be rehabilitated as <br /> it is currently extremely difficult to carry water down the lateral. <br /> Storage at Eastman Park South would involve an exchange of water up to a pump <br /> station along the Cache la Poudre River or to the B.H. Eaton headgate. A carriage <br /> agreement would be needed to deliver water to the storage vessel at Eastman Park <br /> South. The primary advantage to developing storage at Eastman Park South is the <br /> Town already owns the property. The water storage could be used as a park amenity, <br /> although use for the Town's augmentation needs would likely result in water level <br /> fluctuations throughout the season. <br /> Advantages <br /> • It is a good location on the river for Windsor's needs. <br /> • There is an existing headgate at the site. <br /> • The storage would serve as a good amenity for Eastman Park. <br /> • Windsor already owns the property. <br /> • Windsor is currently not utilizing its B.H. Eaton water for its needs. This water <br /> can be changed and stored at this site for augmentation. <br /> • There will be less infrastructure cost due to the proximity to the river. <br /> Disadvantages <br /> • There may be floodplain/floodway issues due to the proximity to the river. <br /> • Due to its proximity to Town and several residential areas, traffic issues may <br /> make it difficult to excavate the site and construct a lined storage pit. <br /> • Small size compared to Windsor's ultimate need. <br /> Alternative No. 3— Serfer Pit <br /> The Serfer Pit is located in the NE 1/4 of Section 24, T6N, R68W, in the 6th P.M., <br /> southwest of the intersection of Highway 392 and CR 13. Storage at this location is <br /> projected to be on the order of 200 acre-feet. In order to get water to this property, a <br /> headgate and pipeline would be required from the Greeley No. 2 Canal or a pump <br /> station on the river. For storage at this location to be beneficial, an exchange would be <br /> required up to a pump station along the river or to the Greeley No. 2 Canal headgate. <br /> Because the Whitney Ditch and B.H. Eaton Ditch divert water from the river between the <br /> Serfer Pit and both the Town's WWTP outfall and Kern Reservoir outlet, exchanging <br /> water may be more difficult. A carriage agreement would be needed with the New <br /> Cache Irrigating Ditch Company. <br />
